Outsourcing is the way  
Privatization of police helps in reducing corruption, better services, honoring human rights...etc.. there is an experiment being conducted in hyd, I am posting an article appeared in the hindu and my suggestions,

How about a private organization, where public can notify of any corruption deal?  
One idea is to make appeals to public in a big way to notify of any corruption deal. There should be some easy way for public to call a number and register their story with all the details. Can a private organization do such an activity? Will it be able to survive? If it can be done then all such complaints should be published in the local edition of the newspaper. May be we should not so harsh.
We could inform the person on whom the complaint is about the mess he is in and give him/her a chance. If the situation does not improve then the name should be in the local newspaper. I am not sure how feasible this is but a group of 10 likeminded people who are economically well off to carry it by themselves atleast for a beginning might carry this a long way.

How to remove corruption from Police deparment  
The solutions for some of the causes I pointed out can be:
1. Increase the salaries of the police employees so that people who are attracted to illegal means because of lack of money can be stopped.
2. Lots of publicity about the common day to day rules we need to follow should be done by the government.
3. Common people shouldn't tend to break rules and if by mistake it happens shouldn't offer bribes.
4. More powers should be given to the senior officers in the police department so that interventionsfrom politicians can be minimized.
5. All the police employees who are found guilty of corrupt practices should be suspended from the job.
6. A yearly review of the activities done by the police employees, the law & order situation the city etc should be done and those who are found as not performing should be removed from the job. There shouldn't be any job security associated.
