Lodging complaints regarding corruption  
Government of India and states must issue circulars to all the government departments/organization/ autonomous bodies/universities for the employees for lodging complaints regarding corruption, and no action against such employees by any authority under any law and job security. It is my experience and i know the way of corruption how it is done and how employees of lower category may be punished by higher authorities by way of interpolation in their personal record.

Corruption  
This is the most simplest solution:
Whenever someone experiences a corrupt official, he/she will contact the ACB (Anti-Corruption Buraeu) and return to the corrupt offical with the ACB and offer the expected bribe. After a few such arrests make headlines, you will notice a difference. It just needs the guts of one person to contact the ACB.
